Key challenges faced by the Government Department included:
- Difficulty in defining and articulating the meaning of value-for-money as it relates to the Arrangements
- An absence of clear evaluation objectives to effectively assess value-for-money
- No established methodology to evaluate the different facilities maintenance service delivery models.
Elevate focused on establishing a robust Value-for-Money methodology that the Government Department could apply to its Arrangements, conducting a document and data review, jurisdictional analysis and stakeholder consultations.
This methodology incorporated key social, economic, governance, and environmental priorities whilst considering both cost and non-cost factors and compliance requirements. This approach enabled comparisons with contemporary facilities management Arrangements to be made. Elevate leveraged their extensive facilities and asset management capability across both commercial and Government industries to successfully deliver. Elevate were subsequently engaged for later phases of work.
