What were the key challenges the client was facing?

Whilst the provider’s facilities management capabilities were well regarded in urban centres across both the public and private sectors, it had no existing presence in the regions. The provider not only faced the challenge of building its business to respond quickly to any successful tender outcome but, also designing and implementing a social procurement roadmap and methodology to support genuine community engagement across each region. Such complexities drove the need for additional expertise, extensive planning and execution of the tender bid and social procurement components, and consideration towards transition requirements and handover should the provider be successful in its tender bid.

What was delivered?

Elevate developed an extensive social procurement roadmap and methodology for inclusion in the bid documentation. This involved extensive data analysis and mapping with respect to the current region-by-region approach to inform improvement opportunities and map desired future state for the national real estate service provider and communities. As a result, key components of the roadmap and methodology included: ​

  • Stakeholder identification and analysis across the proposed facilities management contract and regional communities
  • Identification of procurement risks and prioritisation mapping of procurement opportunities
  • Development of Key Performance Indicators and continuous improvement frameworks​
  • Transition roadmaps, encompassing community engagement activities
  • Integration of social procurement activities into wider bid team objectives.

In delivering this roadmap and associated transition recommendations, Elevate assisted the provider to meet the following key objectives for its social procurement strategy: ​

  • Excellent service delivery through better access to regional contractors​
  • Built strong community sentiment and brand recognition
