What were the key challenges the client was facing?

The Federal Government Department was facing several challenges, including:

  • Managing a contract that spanned diverse technical sites nationwide, requiring segmentation by state, service discipline, and operational environment
  • First generation model implementation 
  • Ensuring tender documentation was clear for market participants while complying with Australian Government Procurement Rules (CPRs) and internal governance requirements
  • Designing a procurement approach that addressed the needs of multiple stakeholder groups.
What was delivered?

Elevate delivered a procurement strategy and tender documentation, which included:​

  • Evaluation of available contract models and sourcing options, tailored to the scale and complexity of the Departments national operations​
  • Preparation of all go-to-market documentation, including the Request for Tender (RFT), statement of requirements, evaluation criteria and draft contract schedules​
  • Development of an evaluation plan, including probity protocols, evaluation methodology and moderation processes aligned with Commonwealth expectations​
  • Stakeholder engagement and approval support, including the preparation of Board and Executive documentation to secure internal approvals.​
