Elevate Management Consulting (Elevate) was engaged by a Government Department to design and develop a comprehensive Project Delivery Framework and a suite of supporting templates. This initiative aimed to enable the Department to consistently deliver construction projects in alignment with Government delivery processes and procurement standards, which set clear requirements for governance, risk management, and value-for-money outcomes.

The Department’s existing project delivery framework and templates were not adequately structured to support the execution of construction projects. The Department further required specialist expertise to ensure the new Framework incorporated compliance requirements and could scale for projects of varying complexity.
Elevate delivered a workshop to understand the Department’s existing project process, align key requirements of the Government delivery processes and procurement standards, and determine the supporting templates required to be developed. The Team conducted validation sessions with key stakeholders to ensure the Framework was comprehensive, practical, and aligned with compliance obligations. In doing so, Elevate delivered a fit-for-purpose Project Delivery Framework that clearly defined governance structures, decision-making processes, and project lifecycle stages.
In addition, Elevate developed key templates to support project execution and promote consistent governance and delivery across the Framework.
