Elevate Management Consulting (Elevate) supported one of Australia’s leading solution providers to undertake a review of its employee contracting model to improve service quality outcomes, recruitment efficiency and effectiveness across its major clients. This involved performing quantitative evaluation of tender applicants at scale, in which more than 200 responses were received for a Contract value of hundreds of millions per annum.

What were the key challenges the client was facing?

The solution provider’s mix encompassed both contracted and in-house employees, however there was no formal method for determining the requirements of allocating work to either service type and limited data with regards to resulting cost and service quality implications. Other identified challenges and risks included: ​

  • Limitations to existing methodologies for evaluating the performance of contractors ​
  • Variability in procurement methodologies, documentation and records management across regions ​
  • Ineffective and inefficient feedback and complaints mechanisms for clients.
What was delivered?

Elevate undertook initial data discovery and analysis to inform the solution provider of the current state of its employee contracting model, including the number of resources by employee type, coverage across clients, and cost per unit. This informed their decision to move away from its reliance on contracted employees in some regions towards increasing the number of in-house employees.

Following this decision, Elevate developed the go-to-market approach and a contractor management framework to improve the selection of and evaluation of supplier performance and developed a framework to improve the allocation of work across the pool of in-house employees and contractors.
